This is one of the most common questions I get, and the answer is genuinely simple — but it has a "but," and the "but" is good news. So here's the straight version, no fine print games and no surprises at the harbour.
The Short Answer
To self-drive any boat over 5 HP in Croatia, yes — you need a valid boat licence. That covers all the speedboats and the more powerful small boats. It's the law here, it's actually checked, and there's no wiggle room on it whatsoever. I know that's not the answer everyone wants, but it's the honest one, and it keeps everybody safe and legal out there.
The Exception — Small And Licence-Free
Here's the good news: there's a genuine no-licence option. Boats up to 5 HP can be driven without any licence at all. It's modest power and modest range, sure — but for a relaxed, cheap-and-cheerful day pottering around the nearer coves and swim spots, it's a real, legal, lovely way onto the water with nothing in your wallet but a swimsuit and good intentions. Don't underestimate it. Some of the most genuinely happy days I see all summer happen on the smallest boat we've got, anchored somewhere quiet with the sun out. You don't need horsepower to have a magic day.
When I say licence, I mean the licence. A physical copy or a clear photo of it on your phone. The authorities here do not accept "trust me bro." Have it on you, every time.
No Licence? Take A Skipper — And Enjoy It More
Here's the bit people miss, and it's the best bit: not having a licence isn't a problem at all. It's often the better day. Put a skipper on any speedboat or cruiser and the licence question vanishes entirely. But more than that — you stop being the designated driver. No navigating, no anchoring, no squinting at the fuel gauge, no being the one sober, responsible person managing the boat while everyone else swims and lounges. You just enjoy your day, start to finish, while someone who knows this coast inside out quietly handles everything.
For a group, this is almost always the smart call. The skipper knows which cove is sheltered from today's wind, where the snorkelling is good, and where to be when the light turns gold — local knowledge that turns a perfectly nice day into a genuinely great one. And on the cruisers, a skipper is included as standard anyway, so the question doesn't even come up.
What If Only One Of Us Has A Licence?
Totally fine — one valid licence in the group is enough to self-drive, as long as that person is happy to be the one at the wheel. The catch is that being the driver means actually driving: staying off the drinks, watching the route, handling the anchor, keeping half an eye on everything. It's a real job, not a token one. So the honest question is whether your licensed mate wants to spend the day skippering or spend it swimming with everyone else. If it's the latter — and it usually is — a skipper for the day frees them up to actually be on holiday too. Nobody flies to Hvar to be the responsible one.
